The word "end" in this phrase can have different interpretations. The reason that people decide to end themselves is so abstract. Most people do it while they are struggling with depression, or they feel hopeless. Some might do it as a choice, a way of having control over their existence. While others might not do it at all, even though they are already finished despite being alive, but might see it reborn in a different way.
